I have a daughter into Greeks and Romans, and am looking for a skirmish game (no more than 15 figures a side) - perhaps something like Frostgrave but without the focus on Wizards. Does such a thing exist? I have Outrmemer:Faith and Blood which does what I want for the Crusades, but I've struggled to find any thing that's "open Ancients".

Saga's got too many models for a small skirmish game.

I had fun using Open Combat for some historical skirmishing. It takes a little work since you have to make profiles yourself (or tweak the provided ones), but for basic humans it's pretty easy.

I used my Anglo-Dances and Vikings for two 150 Renown warbands.

The games were pretty fun, and there was a decent amount of back and forth between the opposing sides. I'd like to revisit it with my Samurai collections.

A bonus for the game is a wealth of scenarios that have different deployments and objectives for each. There's a livestock wrangling scenario that I want to play!

Try a Fistful of Lead, https://wiley-games.myshopify.com/products/fistful-of-lead-core-rulebook. They just released their generic historical rules. Games are 5-8 models per player.
