I am long term visitor to this forum but this is actually my first list post ever.

Some short explanation on my thought process so far:
My reasoning for taking a brigade was straight up me wanting more cp for the fun stuff the eldar faction can do.
In general I aim for using Fire Prisms with the linked fire stat. as a threat from the backfield, the Striking Scorpions to engage on the enemy backfield in a later turn just to tie stuff up and the Bikes to pick away on enemy infantry and screening the Psykers. I hope to use two or all DA squads, as well as the Fire Dragons in the Serpents to get them up the field for objectives (DA) and finishing off some key beefy targets (fire dragons) while the Rangers control / screen objectives on my side of the table.

I am first to admit that I am not the most experienced player out here so I am open to suggestions in any direction. Tactics or unit wise.

The opponents I am facing are a good mix and I also don't aim to tailor the list to a special type of enemy. In my playgroup I am facing Orks, Tau, Knights, Necrons and Grey Knights.

As much as I hate to say this: your Windriders should have Scatter lasers. While I love shuricannons and how they mesh with Battle-Focus, Scatter lasers give you range and shots that give them purpose above being a suicide unit. It also will free up some points for much needed upgrades, like:

I'd also put an extra Avenger Cat on your Dire Avenger Exarchs. They can still take 2 since it was an Index option.
Spirit stones on your Serpents, Crystal Targetting on the Prisms, etc if you have points.

I changed the bikes from Shurriken Cannons to Scatter Lasers and invested the freed up points into Crystal Targetting Matrixes for the Prisms and Spirit Stones for the Serpents.

I am currently unsure about the Fire Dragons, would you say they are worth the take?
The Elite slot in general is what gave me the biggest headache.

It tough with a Brigade because you need 3 Elites. Scorpions are good choices, but I wouldn't want 3 units of them.

I like Dragons, myself, so I'd keep them. Although it might be worth adding an Exarch with Flamer. He can still use a Melta-bomb in a pinch, but having the flamer gives them some Overwatch protections and gives some utility to the unit.
having them share a transport with a unit of Dire Avengers is nice too.
