I'm not an SM player, only played them once and I have played against them less than two dozen times this edition so take what I say with a grain of salt. First off, I don't like the layout of your list, in the spoiler is how I would rewrite it so it's more clear what's in the list.

I don't like the plasma pistol Jump Vets, they pack a nice punch but they are too squishy and they are reliant on Shrike being with them to do anything noteworthy and that means you only get to re-roll 1s rather than 1s and 2s for your Dreadnought castle. Your Company Ancient isn't doing much, he's amazing when you have a solid core of mid-long ranged Infantry, but your investment in this area is too small to justify his cost. Degrade Shrike to a normal Captain, on foot with a power weapon and storm bolter, or into another TH SS Jump Captain, this way you open the opportunity for using the Chapter Master Stratagem on your Captain and vastly increasing the firepower of your castle without wasting more pts than you need to on Shrike. If you have the option I'd replace the things I mentioned with Scout Bikes, they output a lot of shots, which I'd argue your list doesn't have enough of, given that Orks are a natural counter to a Raven Guard castle.

Working with what I have for the moment, I've tried to change a couple of things based on your advice. I've swapped shrike for another jumppack captain. Does 10x sternguard over the plasma vets help with the number of outgoing shots + warrant the ancient?

I really like the venerable dreadnoughts as a source of anti-tank. With 2+ BS, you clearly have eldar flyers in mind. With S9, it'll work against knights, too. Dreadnoughts aren't my thing, but this is a great use of them, and of Ravenguard chapter tactics. The captain pairs nicely with them, though I'd drop the power sword and get him a storm bolter to save points, and make him the warlord since he'll be the one sitting near more of your firepower and can make better use of that warlord trait.

I don't like the contemptor dreads. With 1 damage each, they're not good against vehicles. With -1AP, they're not good against heavy infantry. With only 6 shots, a degrading profile, and -1 to hit when moving, they're not good against hordes. If you use strike from the shadows and get the first turn, you can get them within 6" of your opponent's deployment zone for a turn 1 charge, but an opponent will not generally put their tanks at the very front unless they're knights, and if they are knights, they'll have less drops than you and more likely go first. With 4 attacks, they can't get that much damage in anyway.

I agree that the plasma pistol vanguard squad doesn't seem... right. Whatever they shoot will probably die, leaving nothing for them to charge. They don't have shrike anymore to get them into combat. It seems like you want to have a squad that can show up near a target and pound it, and you've identified jump packs as the Ravenguard thing. The reason this doesn't work is that as Ravenguard there is no advantage to being near your opponent if you're not planning to charge and can do it successfully. The nightmare scenario is that your opponent either has bubblewrapped his army with invul save demons, or worse yet with units that can make devastating use of Auspex scan equivalents, because the unit is absolutely useless outside of 12" range, which is the only place their chapter tactics help them.

You do need a unit that can go out there and play in the midfield, pushing your opponent back and threatening to charge their backfield if they don't bubble wrap. And I agree that one thunder hammer captain isn't enough. But since they will be a prime target, you need to spend their points on survivability, rather than damage. I'm going to be trying bikes. A very good player in my local tournament scene does it with ultramarine company vets on bikes (from the index!) backed by Guilliman, with storm bolters and storm shields.

You're weak on anti-horde, especially at long ranges. You're relying on a single large squad of aggressors. That's very dangerous. If an opponent kills them, you'll have nothing. From experience I can tell you that they will die like flies to Ork lootas, leaving what's left of your army vulnerable to being swamped with boyz. Or the aggressors can be defeated by good tactical play; a horde (picture a bloodletter bomb deepstriking just outside 12" of them) can charge another unit and pile in to them, rendering them useless for the following turn as they fall back. An what about long distance shooty hordes, like Tau or Imperial guard?

I take it that the sternguard squad is meant to be static firepower. I'm interested in how that pans out and what you think its optimal targets are.

Those scouts will make good shock troops or good objective holders. I like giving the scout sergeants storm bolters, and it's easy to model something that looks like one: glue a second bolt pistol side by side with the first.

The ancient only benefits infantry, which is a shame, given that most of your heavy firepower is dreadnought-based. I say drop him.
