who sets up the table before hand? if they are setting up something cool than i dont see a problem playing the cool effects terrain already being set. you would only really need to roll for generic stuff.
otherwise if you cant trust the people setting up the terrain than there is always:
warcry style cards
alternating placement using dice rolls for different types of terrain, mulligan if you dont have enough of what you rolled.
