So with Meeting Engagements having you distribute your forces among the three parts, and those parts not always coming in in the same order depending on the scenario, should you always know what scenario/s you’re playing before you build your army, or does that defeat the purpose?

That defeats the purpose. If scenarios are going to be used to enforce some semblance of curbing extreme listbuilding, not knowing what scenario you will roll is key.
