A few caveats: This isn't the rules forum, you'll get better replies in there, I would hope. And we can't give you rules so we can't really reply with anything that hasn't been leaked by
GW. That depends on what you mean. And which doctrine is active. And what weapon you're using.
Generally speaking - most UM armies will want to be in Tactical Doctrine which benefits the Rapid Fire and Assault Weapons - mostly the bolt-type stuff, but both not all bolter type stuff, and not ONLY bolter types stuff - as well as interacting with Scions. Scions is triggered by Tactical Doctrine, and only does it's thing during Tactical Doctrine
