If you want to run land speeder storms then sniper rifle scouts are not going to the best fit with them.

You should have full squads of scouts, 5 with bolters, 5 with snipers. combat squad them and have the bolter marines in the Storms.

So,playing this list prior as Ultras I ran the squads with full scouts with bolsters. The list is super mobile but also super fragile. Turn 2 was the sweet spot to get rapid fire as well as the tactical doc.
Where the list broke down was in long term survivability. So what I have tried here is to put together a similar list that survives better and works around the 36 inch range.
Basically it’s a mobile castle that should survive well while being able to target at range. The key is to keep the speeders to protection elements and repair for a couple turns and then push out. Mortals on the sniper rifles are super good. 3+5++ speeders are decent.. with the stone to reduce damage. Push out later rounds for better board control and really never get caught in combat.
