Hello all,
My intention for this list is to be as competitive as possible, I am a veteran of the game, but somewhat inexperienced with this edition.
I don't want to run a complete Eldar Flyers list, instead I want this to be a balanced source of threats that can attack from several angles and play missions well, so I get that more flyers is probably better.
Outside of that stipulation I am open to all feedback.
I will be playing the ITC Mission Format in tournament settings.

My intention with this list is to run Yvraine and Eldrad in the Wave Serpent with the guardians for a witchfire/shuriken bomb to take critical points and flush out magic boxes.
The rangers will be used as ITC Engineers as well as screening units for the fire prism, which will be parked, waaay back.
The Autarch will run with the windriders acting as both a CP Battery, a Force Multiplier (Converging on guardians when possible) and an aggressive (counter)charger depending on what the matchup dictates.
The Ravagers will be in reserves, to come down turn 2 and counter enemy plays, flush out backfield objectives and generally cause havok.
All of this will either screen or be screened by the planes who will do a good portion of the heavy lifting.

I think it's worth considering changing the lances on the CHEs to be starcannons, they save on points and more shots is always good.

Fire Prisms are only worth running if you're running three, so you can maximise their amazing linked fire stratagem. If you don't have three, run zero! Same goes for the Wave Serpent, one is too easily ignored, whereas two of them is more of a threat and lets you charge units with them to soak up overwatch.

Guardian bombs should really be 20 dudes with 2 platforms for ablative wounds, 10 dudes just doesn't do enough even though it's easier to work around screening.

I wouldn't use Rangers as engineers, they are far too useful for picking out characters alongside the CHEs and if you really wanted engineers, go for some storm guardians that you can hide.

I won't tell you to run more flyers, what you have there is probably enough to put in the work and your boots on the ground lets you challenge for hold one and hold more in ITC.

Thank you for the specific advice.
I'm going to respond to your points with my views/intentions, this is more for understanding than debate.

What specifically makes storm guardians better than rangers for the purpose of engineers? I see that you get more bodies and a slightly reduced cost, but don't the cloaks combined with small unit size for hiding add up to a survivable objective holder? If necessary the rangers could also lend firepower as an option which is nice should an ideal situation pop up.

The guardian squad isn't expected to work miracles, I'm intending them to screen the HQs to deliver the witchfires. While 10 guardians alone aren't much, I intend to enhance their fire with "Discipline of the Black Guardians" and Doom, while also firing with the serpent including shields, 2 smites, executioner or mind war, and gaze of ynnead. Hunting medium sized targets to seize key objectives is the main purpose of this formation. Am I off base to think that the single wave serpent, which hopefully will be ignored, functions as something greater than the sum of it's parts? Otherwise would you suggest a better delivery system for witchfire? For reference I calculate assuming average dice and a result of 2 for mortal wounds for total wounds after saves: 24.1 to GEQ, 18.59 to MEQ and 14.84 against T5 TEQ targets. This is a favorable delivery system of damage against Iron Hands due to volume of fire/mortal wounds. And all of this is before a charge from Eldrad and Yvraine with the overwatch being soaked by the serpent.

The guns on the CHEs was definitely a tough decision. Based on my assumption that Iron Hands will be dominant in the meta, I chose the lances to get past their Ironstone nonsense. I also like the additional range to stay outside of autocannon territory which is a common solution to flyers that I have seen in my area. Finally most of my list can shred infantry quite easily so I've opted to use these to take on heavier targets.

Would you recommend I replace the fire prism with something in particular? I only have one for the time being. I've played around with Wave Serpent heavy lists. I considered running Reaver jetbikes for frontline disruption. Dark Reapers could be advantageous again in this marine heavy meta..
