There is a major difference between Command Points in 40k and AoS, and how they're generated.
You're familiar with AoS CP generation. You get one at the start of each of your turns, taking a Batallion gives you an extra CP to start, per battalion and you can pay 50 Points from you list to get a CP (only once, now.)
Different rules affect if you get the CP or not, there's some minor refunding abilities in a select few armies, but generally you can rely on having 1 CP to spend for your turn, until the next, making it a much harder choice generally what you spend it on.
40k on the other hand, has a different method of generating CP.
If your army is Battleforged (Matched Play-adherent army) you get 3 Command Points to start. Different Detatchments in your army give you additional Command Points. Each Batallion(40k version, each battalion is 2 Leaders + 3 Battleline/Troop Choices MINUMUM) gives you 5 CP. A Patrol(1 leader 1 battleline) gives 0 CP. A Spearhead Detatchment (1 leader, 3 Heavy choices minimum) and the others like Spearhead grant 1 CP.
You generally don't gain CP each turn, and you can only refund them in a limited way through various Relics and Warlord Traits. Limited to 1 CP Refund per Battle Round.
So, my Sylvaneth usual list starts with 1 CP(Batallion) and will generate 5 more throughout the game, 1 each turn. 6 Command abilities to use per game.
On the other hand, my 40k Craftworld Eldar army begins the game with 13 Command Points (Battleforged +3, 2x Batallion for +10 CP) and I can attempt to refund 1 Command Point each Battle Round, when a stratagem is used, on a roll of a 5+ for a POTENTIAL total of 18-20 CP in a game.
That is why 40k Stratagems have costs higher than 1 CP sometimes.
Edit: That being said, I wouldn't be opposed to disgusting command abilities being increased in cost... Feeding Frenzy should cost 2, at least. I despise Feeding Frenzy so much, and it's not like FEC have issue generating Command Points.
