I have been trying to figure out which book has the rules for Fortifications. I have found plenty of articles about them, their stats, uses, etc... But what book contains their rules?

Most of the datasheets for fortifications are in the Index: Imperium 2. Some of the faction specific ones are in those faction's indexes or codexs. The forgeworld ones are in the forgeworld indexes.

They are still just index? Have I been searching in all the current book when I have the material right on my shelf all along?

In my defense, I have just now gotten back into the game after a 4-5 year hiatus an assumed they would have been updated elsewhere.

Actually the unaligned ones were reprinted in CA 2017. The point costs are still the same as the index.
