Okay, the question sounds stupid but hear me out. For this example, I'll use Plague Monks. They have the option of taking either a PAIR of foetid blades or a foetid blade and a woe-stave. Does this mean if I take the pair of foetid blades that I can use it twice per model?

Funny thing is, the way I see it RAW, yes you could. But the intention is that, if they’re armed with 2, you get that ability to re-roll your hit rolls.

Nothing funny about it, as it's completely untrue.
The case of dual weapons is clearly explained in the Core Rules under "Attacking>Attack Characteristics"
Some models are armed with
two identical weapons. When
attacking with these weapons, do
not double the number of attacks
that the weapons make; either
the Attacks characteristic for the
weapon will already take the extra
weapon into account, or the model
will get an ability on its warscroll
that represents the effect of the
additional weapon.
