Would It be looked down upon to make a psyker chapter ? Maybe with a flaw like they are easily corrupted or something? I love the idea of a psyker chapter (loyalist or renegade) but would hate for them to look like "special snowflakes".

Are you asking about lots of psykers / librarians, or entirely psykers?

There are several existing librarian-heavy chapters - Silver Skulls, Blood Ravens & Soul Drinkers for example. The only entire chapter is the Grey Knights.

the Blood Ravens are VERY well known, being the protagionist chapter of the dawn of war video games.

I've painted up a demi-company of them and they're a pretty easy paint job.
