A model in a transport cannot do anything, unless given explicit permission, such as shooting from an Open-Topped vehicle.

No, because you cannot measure a range from a model inside a transport, thus it can never be in range of the ability to repair it.

This used to be explicitly covered by the "Stepping into a new edition" FAQ but GW for whatever reason removed it and never merged it with the BRB FAQ like they did with the designer commentary.
