Hey, I'm looking to get back into 40K (last played in 3rd edition). Still have a large Craftworld army but really like the look of Harlequins so I'm putting together a list which I'll buy soon.
I was thinking of something like this:

Total cost: 1710pts

The Yncarne [14 PL, 280pts]

+ Troops +

Skyweaver: Haywire Cannon, Zephyrglaive

+ Dedicated Transport +
Starweaver [5 PL, 80pts]: 2x Shuriken Cannon

++ Battalion Detachment +5CP (Aeldari - Harlequins) [56 PL, 5CP, 948pts] ++
Battle-forged CP [3CP]
Detachment CP [5CP]
Masque Form: The Frozen Stars: Hysterical Fury

+ Stratagems +
Enigmas of the Black Library (2 Relics) [-3CP]

+ HQ +
Shadowseer [7 PL, 110pts]: Shards of Light, Shuriken Pistol, Twilight Pathways, Veil of Illusion
Troupe Master [4 PL, 67pts]: Darkness' Bite, Fusion Pistol, Harlequin's Blade, The Twilight Fang

Troupe [5 PL, 90pts]

Starweaver [5 PL, 80pts]: 2x Shuriken Cannon
Starweaver [5 PL, 80pts]: 2x Shuriken Cannon
Starweaver [5 PL, 80pts]: 2x Shuriken Cannon

The idea is to have the three Frozen Stars Starweavers move up in turn one to a nice hiding place and be ready to make charges in turn two.
I will try use Hero's Path to move the Solitaire and one of the Death Jesters somewhere fun, but mainly this is to put one of the Shadow Seers in position to use Twilight Pathways on the Soaring Spite Starweaver and yeet it to within fusion distance of the biggest enemy threat, hopefully taking it out, but if not the Skyweavers (with Prismatic Blur for protection) might be able to finish the job.
It's very likely that the Soaring Spite Starweaver and Harlequins within will be destroyed in my opponents next turn, at which point I bring in the Yncarne right in the middle of their deployment zone and hopefully towards the end of their turn.
That's really a just another distraction though.
On my turn two, I make charges with all three Frozen Stars troupes and the Skyweavers (with charge re-rolls from the Troupe Masters just in case), the Starweavers and one of the Death Jesters will deal with enemy overwatch.
I will use the Shadow Seer to Twilight Pathways the Twilight Fang Troupe Master deep into their lines to go after something tasty. Solitaire and hopefully the Yncarne will join in the fun as well.
The points cost of this will go up soon I guess so hopefully this will be around 2000 points or so.
Any advice would be awesome before I go ahead and order these clowns and ask my brother to paint them!

looks good! My only suggestion would be to remove a few weapons from the squads (fusion pistols and caresses) for that 6th jetbike. You'll gain more benefit from using stratagems on the unit and if troupes die upon exiting an exploding vehicle or overwatch, you won't be wasting a valuable weapon

1710 is a really weird number. Games are usually played at intervals of 500pts, with the lowest being 500. Try building a list at 1500, or 1750, or 2000.

Also note that 9e is going to change points values significantly, so your numbers will be off in a few weeks.

That's a good point, I hope that this list will still be under 2000 after the points increase!

Also I guess I might have to put everything in one detachment if lack of CPs becomes and problem here. Which obviously means I have to drop the Yncarne or the Solitaire.

Those bikes are expensive but yes, maybe a unit of 5 would be good just to stay below 6 and avoid extra hits from blast weapons?
