Version one, psykers, scions, and cadian indirect fire. 2 detachments.
Spoiler:

bat one. This used to be a drop battalion but is now lambda lions as it will permit the group to use their reroll 1's and lots of plasma. It also used to cost 840, so its up by 125 points in new edition and no longer a specialty detachment (drop) cause vigilus is out again. The officer of the fleet is a new edition, to replace the function of yarrik on the valkyries' many dakka guns. to be fair, the commisar and the officer of the fleet didn't used to be in this group, so its really more of up by 75.

lambda lions scions (+1 ap to all LL weapons)
tempest prime with command rod (main warlord. lambda lions warlord trait reroll 1's, lambda lions relic 5++ invuln to LL in a 6 inch radius.
tempest prime with command rod (-1 cp for extra warlord trait, old grudges)
tempest prime with command rod

scion command squad with 4 plasma
scion command sqaud with 4 plasma
scion command squad with 4 plasma
comissar with powersword and boltpistol (relic, emperor's benediction sniper bolt pistol3 s4/-1/2) -1 cp

scion 5 man troop choice with 2 plasma and 1 plasma pistol
scion 5 man troop choice with 2 plasma and 1 plasma pistol
scion 5 man troop choice with 2 plasma and 1 plasma pistol

officer of the fleet

valkyrie (2 heavy bolter, 2 multirocketpod, 1 lascannon)
valkyrie (2 heavy bolter, 2 multirocketpod, 1 lascannon)

bat two "psykorps" (-3 cp, second detachment, hate it!) Cadian doctrine (so the scions here do NOT gain any advantage for lambda lion status)
psyker primaris
psyker primaris
psyker primaris (named character aradia madellan)

scion 5 man troop with 2 hotshotvolleyguns
scion 5 man troop with 2 hotshotvolleyguns
scion 5 man troop with 2 hotshotvolleyguns

astropath
astropath
astropath
6 wyrdvanes
platoon commander (cadian)

manticore (full payload) -1 cp
manticore

valkyrie psykorps (the usual 2 mrp, 2hb, 1 lascannon) (-1 cp for advanced countermeasures, which enables hovering and stil being -1 to hit)

inquisitor (no detachment) with malleus (-1 cp strat for extra psyker power, denial, activation and -1 to wound relic) and meltagun. knows psychic pursuit and castigate.

I have 41 points left to allocate, its either going to be a master of ordinance (to emphasize turn 1 firewpower or -3 wyrdvanes and +1 command squad (cadian) with 3 plasma and 1 medikit.

Summary. This version of the list has a little indirect fire (4d6 shots from the 2 manticores) to try to make sure there is a landing pad for the scions, and take advantage of the new terrain.

Version two.
As above, but no cadians at all. Each manticore is replaced by a lambda doctrine gatling turreted / 2 hotshotvolleygun / stormbolter equipped taurox prime (lambda lions) and the lambdas in the psykorps battalion gain their doctrine. No platoon commander, no master of ordinance, and viola, I think the points more or less work out.

Version 2 is a VERY ninth edition list for me -- a huge depature from my usual mix of 3 battalions in eighth, and from the usual "I am gonna use my indirect fire to open the landing zone for the big hit". I don't know for sure if the 2 tauroxes are worth spit, but they can at minimum have a 5++ shield (one a 4++) and a -1 to be hit, etc, while firing their lambda gun (which are all s4/-1 or -3/1 but each gets a full 32 shots. Pretty good for bs3 transport that rolls all its 1's again if near the boss.

I appreciate any comments/feedback/ thoughts, as I have zippo battlefield experience in ninth edition.

My thoughts are .. I can put an msu psions squad and an officer or commisar in the taurox primes, and sit them on an objective, forcing my opponent to shoot 3 times to kill all three layers of the onion.. first kill taurox, then kill 3man+ scions that boiled out, THEN be able to target (if can see) the officer. . I can do the same with 3 flyers -- so I have a whopping 5 transports and there are enough officers, scions, and such to load in flyers so that in mabye many games of ninth, I can do that trick for primaris pretty hard. Also, I can simply whisk up on an uncontested objective, drop an astropath down on it, and have the vehicle (flyer) nearby to prevent targeting without sniper weapons. I am not sure but I think this may be fairly solid in ninth (although a lot of serious players seem to be 100 percent down with chimeras.)

Secondaries, with all the psykers, is shoe in for at least one of the psy based secondaries. I can essentially sit a pile of psykers (some of whom cast at +2) down anywhere, so I suspect I can overwhelm local denials (or force my opponent to use the denials to delay my secondary) and then swamp with smites at the same time. The usual sneakery of a massive orbital bombard for area AOE (courtesy of the inquisitor) supplemented by melta and relic bolpi shots of sniping, gives that ball some unexpected teeth and I think its even a valid countercharge in ninth. Sneakier even, when you drop the dakka from the 5 transports down, which evens out to be about 64 s4/-1/1 shots (and enough astropaths to usually ignore cover) and 12d6 bolter style shots (from the 3 full birds) and THEN 3 lascannon. That's actually got potential to lower some screens from the enemy! But on a serious note, its unlikely my board of psykers gets wiped -- I can always hold one in reserve in a valkyrie to finish the job in a pinch.

Alternately, I can put (potentially) a variety of things in off board reserves, some inside transports, and some simply inaccessible, and basically start off very hard to target at all. I think.

I am actually a bit more enthused abotu this than I am about the dual manticore list. Anyway, anyone have thoughts?

If it's a Fun list, then go for it buddy.

What I see is a lot of easy secondaries for the enemy. Kill 5 characters and Kill 3 psykers would be an instant pick, followed up by Kill Vehicles (not sure if some of these fall under the same category).

It would be one heck of an alpha strike though!

This seems to be a thing for Guard in this edition, its REALLY easy to hemorrhage 2ndaries. I'm feeling a push to 5man scion units and bullgryns... Some other ways to reduce the points losses but it ends up not feeling very guard. But the edition is new... it will all shift around soon enough.

In eighth, gaurd often lost secondaries because there were armies that could kill your entire 60 gaurdsmen on turn 1 by lining up scouts and infiltrators and 3 invictor warsuits and a squad of aggressors on your deploy zone. So this is totally not new to me -- and its what drove my late eighth evolution to psykers and scions in the first place.
