Can Eliminators go into Strategic Reserve after shooting with Guerilla Tactics?

Guerilla Tactics - Can be played "in your movement phase" when a phobos unit is "selected to move"
Covering Fire - In the Shooting phase after shooting Eliminators can "make a Normal Move as if it were your Movement Phase"

It would be pretty helpful to be able to shoot a few shots then disappear and show up somewhere else and maybe grab an objective or something the next turn.

Is there something I am missing that says "as if it were your Movement Phase" is different that your actual Movement phase?

Guerilla Tactics is used in your movement phase, do they shoot in their movement phase?

You can make a normal move as if it were your Movement phase with Covering Fire, but you still play stratagems like it's your Shooting Phase (since it is the Shooting Phase). You haven't been given permission to treat it as the movement phase for anything other than making a normal Move.

This. Covering Fire allows you to act as though it were the Movement phase, only to perform a Normal Move. It doesn't let you do anything else Movement-phase specific.

"As if" is not the same as "is". There was an FAQ about this in 8th and, in typical GW fashion, they haven't re-clarified it in 9th.
