The custom FW rule Accelerated Actuators states:
At the end of the Charge phase, if a unit with this dogma made a charge move, was charged or performed a Heroic Intervention, improve the Armour Penetration characteristic of melee weapons models in that unit are equipped with by 1 until the end of the turn (e.g. AP 0 becomes AP -1).

Does this rule apply to only the Alpha of a vanguard unit, as he is the only one with a "modeled" bashy stick, or can all of his boys gain -1 as well (the butts of their rifles are modeled?).

The default Close Combat Weapon is indeed a melee weapon, so all your Skittles would have an additional -1 AP on their melee attacks.

If a model has no other Melee weapons (that are not limited in the number of attacks they can make), they have the default base profile CCW, thus the AP improvement will apply to this base Close Combat Weapon. BRB Page 230

As mentioned, any model without a melee weapon already, is considered to have a default melee weapon to attack with.
But try not to worry about what is actually on the model for rules purposes - following WYSIWYG is no longer a rule. Instead, focus on what weapons are on that unit's datasheet.
