This is a weird unit, just moved to Forge World Legends too.

They have base 1 attacks, plus if they charged you get a bonus attack per Thunderous Charge ability. And then the weapon says

"Each time the bearer fights, it makes 2
additional attacks with this weapon and no
more than 2 attacks can be made with this
weapon."

It already sounds like you are making 2 attacks, why bother with the quoted text?

Also... if you get charged, you have 1 base attack already,.... why give 2 additional attacks when you aren't allowed to make more? Its like a really convoluted way of saying the kroot infantry can make their attacks and then the mount has 2 attacks.

Yes, it sounds like a convoluted way of saying what you did, but it sounds like they want people to know that it's only the two additional attacks that are made with the weapon.

Yeah, pretty much every cavalry unit has a weapon like this, typically “teeth & claws” or similar, to cover the mount’s attacks. The only thing that’s confusing is that the riders don’t have a specified melee weapon, unless Kroot rifles have a melee profile again (don’t have the current T’au codex).

Yup, you have it correct.
The idea is to give the mount their attacks, but also to stop you using that same profile for the rider's attacks too.
