Long time since I was involved with the hobby. I mainly enjoyed painting the mini’s and the lore.
But in recent years I have been draw. Back to play. Notably with the way everything’s heating up.

I wanted to do a space Wolfe’s team and was suggested the space wolfs v tau.
But I want something a little bigger? Like I want a primarch and some of those dope speeders and the giant Wolfe’s.
Lol.
Is it a viable army? Like just for fun? And should I peace meal a army or stick with a set?

And if not any suggestions on any army are good.

Giant wolves? Check. We SW are the only faction that fields these. We've got them running around by themselves, we've got marines riding them, and we've got them pulling the boss around on a hover sled.

"those dope speeders".... Not sure wich you're referring to, but also check. We have access to all of the Primaris hover tanks, all of the traditional speeder types, & when they hit the shelves the 3 new speeders... Not to mention a pair of flying shoe boxes (https://www.games-workshop.com/en-US/Stormfang-Gunship-2020).

A Primarch eh? Well if you want to play a Primarch with rules here in 9e atm your choices are Ultramarines, Death Guard, or Thousand Sons.
Those are the only chapters with primarchs atm.

Yeah, it's Russ himself. And no, there's no 9e rules for him. But even masquarading as a generic Wolf Lord he can't be beat coolness wise.
** But if you just want a kick-ass leader that your wallet can survive? Ragnar will fill the bill.

Yes, SW are a completely viable army. (we're SM+ So if you can make a viable SM list, you can make a viable SW list)
How viable YOUR SWs are though depends upon how you build your army. The choices you make in what to field & how you play it. Any failure is due to the player, not the tools they have available codex wise.

How should you go about purchases? Well, whichever way gets you the most of what you want, at the best prices. Maybe that's piece meal, maybe sets, maybe it's mix.

Logan Grimnar on Stormrider isn't a primarch but the model is basically as huge as a primarch and the character also has a good datasheet to play with.

Gut reaction is that your list is very hero heavy.

If that's what you want, go for it, but first reaction says more line grunts, then more line grunts, then heavies and elites, then swap around with WHICH hero leads... but your mileage may vary
