I am looking at creating a successor chapter. I had a Phobos-oriented chapter in mind (Primarily, not exclusively).

I am new to the game, though tend to learn relatively quickly, and my group of friends whom I will be playing with is also a mix of newbies and more established. The most important is having fun, optimisation is nice, but secondary.

We will be playing mostly 500points in the beginning, to get to know the game. How does this look in terms of being a sneaky detachement, that does have some psychic support with the Obscuration Discipline? The Company Veterans are meant to be more in-your-face, and maybe protect the Chief Librarian?

Would it be more efficient to go all keyword Phobos?

ELITES: Company Veterans, 3 models with Stormshield and Thunderhammer x 36 points; Points: 108

HEAVY SUPPORT: Eliminator Squad, 3 models with Las Fusil x 40 points: Points: 120

At such a low point game sometimes bringing all the bells and whistles isn’t the best right off the bat. Unless this is a crusade list than it will be a good starting point for a list like that.

For 500 points space marines you can have a lot more models. Using the more expensive versions of HQ and Elites cuts back on most armies.
