I am in the process of adding rings to my old CSM (to go from 25mm to 32mm).
No questions about CSM and Characters.
What about cultists? Do they go on new bigger bases or stay on the smaller ones?
Also, just to be clear since from your post I'm gathering you're putting characters on 32mm, CSM characters are all on 40mm now except for Cypher (and Abaddon and Daemon Princes).
They haven't required models to be transferred to larger base sizes, but you can see that some tournaments might require certain base sizes. Normally you should be okay using the base that the model came with.
