Basically assuming Mortarion wasn't such a salty gakker about Psyker powers, how powerful could he have become if he wanted to develop his powers further and under Magnus' tutelage?

he gained his powers post corruption by Nurgle, yes? Magnus is sworn to Tzeentch, who is diametrically opposed to Nurgle, as Tzeentch is all about change (good or bad) and Nurgle is all about acceptance of the presence (even if that present is a maggot ridden hell). the bascially dont co-operate at all.

In a way, Mortarion did get that. After the Second Battle of Prospero, Mortarion raided the former Thousand Sons protectorate world of Terathalion. He took everything Magnus had collected related to warp-use, summoning, and protection, and was basically using it all to self-teach himself how to banish and control daemons, with the understanding that his traitor allies were embracing sorcery far more than he was comfortable with.
