Preferably in the USA. But at this point anywhere in the planet is fine...
I like kitbashing every vehicle in orks army, but that's becoming impossible without bits...

I usually order from bits and kits:

They still have bits and restock every other month

Now that GW releases models for everything with a rule the community as a whole isn't converting and kitbashing as much as we used to, which has pretty much done in most of the bits sellers. Bits sales mostly relies on sales volume in order to be profitable, so between there having been (at one point) too many bits sellers spreading the bits dollars around, and a downturn in consumer interest in bits, that fountain basically dried up.

Ork vehicles are probably the easiest things in 40k to kitbash, you don't have to and shouldn't have to rely on GW bits. Most non-GW plastic model kits are cheap by comparison, buying gundams or WW2 tanks and cannibalizing them for parts is a great start. For making Ork icons plasticard is great. Scratch building has also come along way from the toothpicks and straws of years past, I'd find some tutorials and start making your own suitably Orky parts.

As for bit stores, I think they are likely going to be a thing of the past as GW continues towards monopose and more 3rd party part makers arise, either in resin casting or 3D printing.

letthedicedecide is one I've used, as well as bitzbox.

The problem I have, is that whilst bits sellers do restock at some point - it's never with anything I want. Every time I've gone to buy bits recently 9even pre-pandemic) what I want has been out of stock everywhere - happened with my recent Inquisitor conversion/kit bash so I ended up buying a whole box of Grey Knights.

Win for GW. Not a win for me.

It's possible that they are restocking what you want, it just sells out immediately.

The challenge that bits stores face is that in any given kit there are usually only a few bits that are in high demand. So if they don't get the pricing just right, they sell out of those in demand bits very quickly, and then get stuck with a whole bunch of less profitable parts that take forever to sell. That's pretty much why I used to do most of my selling through eBay, letting the market decide on appropriate prices, and only buying kits that I was confident would sell well enough to justify it.

The way the current kits are designed really doesn't encourage bits sales (most likely deliberately, obviously) so it's not surprising if bits stores are struggling a bit.

Sorry to jump in here and ask a tangental question.. but this seems close

Other than Mad Robot, are there any "conversion bits" sellers in the USA?

I find myself needing a fair amount of autoguns and arms, but want to diversify my appearances

I imagine 3d printing has also taken a bite out.

Have you looked at that?
