The sigil, seems better, but if you are running guns other than bolt guns... you are diluting its effectiveness.
And lets say that you get to shoot twice in a game with a 10 man unit. Once at range, and then another within rapid fire range. 30 shots... though honestly probably less. Against marines lets say you go from causing 3.33 wounds to causing 4.1 wounds. Its about the same worth as the icon. Its a nice toy, but I'm not sure its quite worth it either.
What is stronger is to make sure that an enemy unit is within your contagion range, because that's free and it causes more damage (-1toughness, and if you have a warlord with a warlord contagion ability you can "flash outbreak" and double up on some poor enemy unit) than either of those paid upgrades. More boys, less toys
I get what you mean. I like the idea of having more models on the table anyway, looks more like a proper army =)
I agree the sigil is better, and since I'm going all bolters it seems like paying 1 pt per dude for slightly better damage isn't so bad. If I had 1 in each squad at 20 points, for a 1.5 more wounds damage increase sounds kind of meh.

CP is valued at around 25 pts, and I think you can spend 1
CP for better damage increases than just .7 - 1.5 wounds but again I'm kind of a newb and don't fully understand all that stuff.
