the subject pretty much describes it, many armies like to have a center-piece model like Guillaman or Mortarion, wondering if tactics that effect titanic units, will effect stuff like the supreme command detachment units or just ANY lord of war.

Lord of war and titanic are not synonyms. Check the datasheet of any unit in question and see if it has the TITANIC keyword to tell if it is titanic. In your specific examples, neither Guilliman nor Mortarion have the TITANIC keyword.

Whether unit is titanic or not is easy to see. Check keywords. It's there? Titanic. It's not? Not-titanic.

None of the primarchs currently in 40k have the TITANIC keyword. Lords of war are not automatically titans.

Whats funny is that actual titanic units (Baneblades, knights) are smaller on the table top than their non-titanic lord of war counter parts (Mortarian, Magnus, Gman(? never done a size comparison) Odd how tabletop rules are reflected in things like keywords.

I only have pictures to go on but Guilliman doesn't look THAT much bigger than a Primaris marine to me. Even standing on his rocks he looks smaller than a Redemptor Dreadnought. Mortarian and Magnus look about the size of a Questoris Knight, although Mortarian is flying and they both have gigantic wings.

Maybe the logic is that more humanoid characters can maneouver better and utilise cover effectively in a way that a giant tank or a Tyranid monstrosity cannot?

guilliman is about as big as a centurion suit but less chunky. Smaller than a demon prince.

Yeah, Baneblades especially are huge. Sure they're not as tall as the Daemon primarchs, but definitely bigger by volume.

And Guilliman is a dwarf next to any of the other models you've mentioned.
