If you take The Wretched Plague Company you can upgrade a Malignant Plaguecaster with a relic that replaces their Pestilential Fallout Ability with Torrent of Putrefaction.

I'm trying to figure out, given the wording below in what situation would the second half of the wording ever take effect? Is it, if you successfully manifest a psychic power but did not roll 7+ then the second part kicks in? Or does it even require you to be successful? Can you do the 1MW even if you fail your test?

‘Torrent of Putrefaction: Each time this model successfully manifests a psychic power, if the result of the Psychic test was 7 or more, the closest enemy unit within 12" suffers D3 mortal wounds. Otherwise, the closest enemy unit within 6" suffers 1 mortal wound.’

if you cast a power, and roll 7+ you hit the nearest enemy unit within 12" with D3 mortals.

If you cast a power and rolled less than 7 you hit the nearest enemy unit within 6" with 1 mortal.

So if you cast smite, roll an 11, you would hit a unit within 12" with a D6+D3 mortal smite.

If you cast smite and roll a 5, you would hit a unit within 6" with a D3+1 mortal smite.
