So the general idea is to have two 15 man warrior squads forming the pressure-push side of the army, supported by Technomancer and Plasmancer towards enemy objectives. Annihilation Barges, Catacomb, Silent King and Void Dragon providing board control and threats.
I went with a general theme of the plasmancer and C'tan providing MW pressure to support the 15x warrior squads, and lots of high attack ranged weaponry for general objective support. I am worried that the Canoptek cloak heal/reanimation might not be enough of a durability boost, and I'm also worried about the only close-combat punch being the C'tan and possibly catacomb. Being able to use the Technomancer to veil-yank some warriors out of close combat danger or to reposition them might be a false hope. Thoughts?

Edit: I think I have the CP wrong, I'm just going off the WH40k App. It's either 11 CP remaining or 5 CP remaining and I'm not sure which. I'm still new to 9th. If it's only 5 CP remaining I think that I might drop the Conflagrator relic stratagem and the Immortal Pride stratagem. I really don't know how important CP are, haven't played since 5th edition. Please include CP importance in your feedback for this army setup.

If you're going to do warrior blobs, 20 models + Chronomancer for each is pretty much mandatory. Generally, you want to play this sort of list as Novokh, since it really buffs what your warrior blobs do in melee. Skip the techonancer, stick the veil on one of the Chronomancers. The Chronomancers are much much better at keeping your warriors alive. If you want to go all in on the warrior surviveability, consider a Reanimator.

Silent King + Void Dragon and Novokh Warriors should be enough melee punch.

Plasmanacer can probably skip the WL Trait and Relic, if you want more MW's off him take the Arkhana?
I think Annihilation Barges are actually pretty decent, but do you need that kind of removal in this list? Enemy blobs can be dropped by warriors, and light vehicles tend to be just a bit too much for 2 barges to handle on their own.
I'd probably do Immortals, Cryptothralls, or Scarabs instead of the 10 man Warrior squads for objectives/actions/screens.

CP: you should start at 12 at 2k, right? Supreme Command + Battalion is net 0, so then just subtract your pregame stuff. I'd take 2 Relics (Voltaic, Veil) and a WL Trait on the CCB (Enduring Will)

I tried to incorporate your feedback, I'm interested in a medium level of warrior durability so I went with two Chronomancers. I also added an annihilation barge and went with 2 blobs of warriors. Had to drop Gauss on CCB down to a Tesla, but might pick up some lucky 6s there.

Let me know what you think. I really love the annihilation barges conceptually, but don't have much experience playing them. Also, re:Novokh, do you think it's worth it over the 6" prebattle move and oobsec traits of a custom?

Well, you have two big guys in your list.
In my book, one would suffice such as TSK but VD gives you some flavor in the anti-tank department.
Annihilation Barges look good on paper, but my experience is that tesla often bounces off when you play against Marines.
I'd stay away from them in competitive play.

(I was thinking to get some or no Heavy support at all)

I would say
- cut 1 Barge and make it a patrol detachment
- get 6 Cryptothralls
- get a gauss canon on your CCB

are the barges good against Drukhari Raiders?

This has been discussed in the Tactics section.
A Barge cannot kill a Raider at first sight and killing several Raiders at once is an issue.
So tactically Raiders will eventually bring their load forward and then you have to deal with the passengers asap.
However, Necrons will generally win in a protracted fight.
