It seems straight forward to me (you are rolling damage) but for purposes of the re-roll stratagem, is the damage from Perils of the Warp a Damage roll?

I never forget the Dakka unit scale is binary: Units are either OP or Garbage.

The glossary defines the term "Damage Roll"

It depends if the damage from Perils of the Warp is a "Random damage characteristic".

I can not find anything that says one way or the other.

Edit: So unless there is something that says it is a characteristic, it is not a characteristic and the damage from Perils of the Warp is not a Damage roll.

To be 100% clear, a unit that suffers Perils of the Warp take D3 mortal wounds. A Mortal Wound inflicts 1 point of damage on the target unit. Thus the D3 Mortal wounds roll is not a damage roll.

Okay, sounds totally reasonable. So you cannot use a CP to reroll the amount of wounds caused by perils. Thanks. Any other arguments? Does this apply to all things that cause a number of Mortal wounds? Is a damage roll only things rolled from a weapon profile's damage statistic? So Smite is not a damage roll?

Smite is also not a damage roll. Nor is a vehicle explosion, for instance.

Yes, only weapons do have "random damage characteristics". Thats how the glossary defines a damage roll.

Tangential note:

Because mortal wounds are always 1 damage, there just might be several of them, they generally are not affected by abilities that reduce damage as such abilities usually (always?) have a 1 damage minimum.
