A question about the Adeptus Custodes' Ever Vigilant tactic:

The tactic reads:

"Use this Tactic at the end of the Movement phase
when an opponent sets up a model within 12" of a
model from your kill team that is not shaken. Your
model can immediately shoot at the enemy model
as if it were the Shooting phase, but you must
subtract 1 from the resulting hit rolls."


When you say "set up a model" this includes setting down a model after it has made a Normal Move, Fell Back, Retreated, or has made an Advance right? Or does this mean this only works for deepstriking models?

I'd say deep striking models/reinforcements/etc only.

No way you could argue that ending a regular movement is a form of "setting up" a model.

That sounds about right. Also fits the mental image implied by the tactic's name IMO (reacting to unanticipated enemy deployments)
