What lies out in the Ghoul stars and beyond the Eastern Fringe?

I remember reading that the astronomicon didn’t stretch out that far so humanity hasn’t really explored/conquered it.

The Death Spectres chapter are based there: "their thankless duty remains ensuring that the mysterious, deathless inhabitants of the Ghoul Stars never again ascend to threaten the galaxy." This seems to refer to a xenos race called the Thexian Elite who are masters of persuasion but with a war form terrible to behold and who were responsible for a plague called the pale wasting.

Funnily enough, according to Forge World HH books, it was supposed to be the site of 'Second Imperium' founded by renegade blackshields during HH, a human faction that was supposed to be more like Great Crusade Imperium, closer to Tau than current IoM.

Too bad idiots at Black Library killed that storyline completely pointlessly wasting all potential it had

The Blackshields are the Ashen Claws, the former 19th Company of the Raven Guard. They're still kicking about somewhere in the Ghoul Stars and the Carcharadons do some trade with them as part of an ancient pact. They were noted to have mortals in their command structure but had basically become barbaric slavers lying to themselves to prevent a total collapse.

One of the biggest threats in the Ghoul Stars is the Flayed One's Bone Kingdom. It's an entire realm owned by the most insane and murderous of the Necrons and nobody is quite sure where it is. The rest is filled with the worst Xenos and supernatural horrors humanity can imagine and is generally left contained rather than purged due to the insurmountable effort it would take. The last time something came out of the Ghoul Stars it wiped out 10 chapters and nearly ended the Novamarines.

They are 'kicking' technically, but it turns out they sat 10000 years on their butts doing nothing, that the 'second great crusade crusade' was uh, imagination or something, that the force capable of conquering and pillaging LEGION HOMEWORLD now quakes in its boots scared of a single depleted chapter, and people who left Imperium because of barbarity of HH somehow saw no problems becoming barbaric renegades themselves.

As I said, idiots in BL just went and completely ruined very promising story hook

Have you actually read Outer Dark? At what point do the Ashen Claws "quake in their boots" at the sight of the Carcharadons?
As for their strength, it was roughly 4k Astartes before their engagements in the Heresy. Combat attrition from the conflicts of the Heresy and then 10k years cut off from the Imperium that supplied it with initiates, weapons, and wargear isn't going to keep them at 4k strong. They didn't pillage Nostramo either, it was its moon Tenebor. If they live in the Ghoul Stars they're hardly safe from danger. This thread has established how dangerous the region is and there's no way the Claws would have been able to sit there and take absolutely no casualties. Ideals don't tend to remain a priority when every day is a fight to survive. I think MacNiven wrote the Carcharadon books really well and the fact the Claws were even in it was a nice surprise.

Read Red Tithe first then Outer Dark. There's parts of Outer Dark that don't make a whole lot of sense by themselves.

Leaving because the disliked the barbarity of the Imperium only to become just as barbaric themselves nails the overall tone of 40k perfectly. If they somehow maintained their moral high ground, THAT would be bad writing.
