My biggest logic point on this, is if dark-eldar can take the same combat drugs now, then orks should be able to take kustom-jobs in the same way, like letting them take multiple of the same kustom job on all your units

I guess it depends on what you view the Kustom jobs as. Personally I equate them to relics. Something that are usually one per army. You could also consider them similar to the trueborn upgrades, which are also fairly limited correct?

As long as they stay in the upcoming codex at all, i'm fine with them being unique rather than being on every unit of any given type.

Currently kustom-jobs arent used like relics, basically you can spam as many as you want for just one command point each

Relics are like that too to be fair. However I'm a big fan of repeated Kustom Jobz so long as there isn't one that's just too standout and you want a lot of.

If games-workshop lets you spam relics, then Im guna quit haha, think id end up with PTSD from Smash captains and Succubus spam

Technically it's been like that for a while for imperials. You take three different factions you have three different take another relic stratagems. Same function but they have different names and technically different effects.

But yeah, most factions these days seem to have 1 relic per CP rather than the one where it costs 1 for an extra then 3 for 2 extra. I think they get extra warlord traits like that too. But have not gotten a 9th edition codex yet.

I wonder if it would be an option to have Meks related to the Kustom Jobs:

For each Big Mek in your army, you can specify two Kustom Jobs - these are that mek's specialty.

Each vehicle unit can spend 1CP to take one of these Kustom Jobs. No vehicle can have more than one Kustom Job.

So if you want the Boomer, Squig Tyres and sparkly bitz, then you need 2 big meks to do those konvershuns.
