Okay, at present I feel that Veterans, as currently implemented in 9E for the Astra Militarum, are a little boring. At present, they are basically regular Infantry Squads that shoot better and that can carry more special weapons, but lack Objective Secured. Which is okay but doesn't feel very distinct from their regular non-Elite counterparts - a situation not helped by the fact that they lack a separate model of their own. In the past, they used to have access to special "doctrines" that gave them special gear not otherwise accessible to regular Infantry Squads. With all that in mind, I would like to propose giving Veterans the following ability:


Battle-hardened: Before the start of battle, a unit with this ability may replace its Regimental Doctrine with one that is different from the rest of its <REGIMENT>, choosing either one from an established regiment (e.g. Born Soldiers, Brutal Strength) or up to two from the Custom Regimental Doctrine list. The unit however retains its original <REGIMENT> keyword and this is not replaced by the one associated with its chosen Regimental Doctrine.

Lore:
In the deadly wars of the 41st millennium, actual battlefield experience is a rare and valuable commodity for the Astra Militarum. These seasoned soldiers, whether specifically selected and seconded to an army by sector commanders due to their specialist skills or the last remnants of a previously devastated regiment that have been merged into a new regiment so that they can continue fighting, are thus often seen operating more independently than their regular counterparts; frequently carrying additional equipment, either provided by high command or "borrowed" over the years, and carrying out their own missions separate from the rest of the army.

Implementation:
When selecting a different Regimental Doctrine, Veterans should ideally use the models for the regiment typically associated with its chosen Regimental Doctrine (e.g. using Tallarn models if the Veterans are using the "Swift As The Wind" Regimental Doctrine to better represent their originally hailing from that regiment. In addition, in order to reflect this buff, the price of Veterans should be increased to 7 ppm.

I like that quite a bit. Feels fluffy. Doesn't give out any buffs that aren't already on the table. Lets you splash in a unit that behaves just a bit different from the rest of your army. Seems like a good idea.

Two notes:
A.) I don't think you need a price increase here. You're just proposing that a unit get access to a regimental doctrine it already had access to during list creation. The only power boost I see is that there *might* be some synergy between a given regimental trait and a stratagem or order unique to a different regiment. But given that I don't see veterans very often, there's probably some wiggle room for such a minor buff.

B.) Ideally, I still kind of like the idea of veterans a more elaborate set of buffs sort of like they had in the 5th edition book. But this pitch is simpler and cleaner.


ATTENTION
. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

Also: I agree, more needs to be done with veterans. Not sure this would completely fix them, but it is certainly a good start!

This is interesting. I assume Veterans would continue without ObSec to prevent them from being an auto-take over Infantry?

I would alter this bit and instead do something like "Adequate effort should be made to present this unit as Veterans compared to Infantry, i.e. an alternate paint scheme, conversions or by using other AM regiment models different to that of the regiment chosen for army-wide doctrine.". Something similar is used in 30k with regard to the Cults and Militia "Survivors of the Dark Age" Provenance, where it states that upgraded weaponry must be suitably ornate/different from non-upgraded weapons.

It's definitely more of a buff for named regiments than custom ones.

You could say for example take 3 veteran squads as Cadians and give them the typical disciplined shooters/wilderness survivors, then they can still benefit from Overlapping Fields of Fire and the Relic of Lost Cadia. Not a huge buff here but could lead to some interesting interactions.
