Subject: Aquatic Theming and Basing for my army. Also advice on kitbashing tactical marine into librarian
So, some background here, I got some space marine models a while ago after being inspired by Jchrispole's Scornful Tides setting for Warhammer 40k on deviantart (basically it takes place on an ocean planet.
Anyways that inspired me to do my first army, an aquatic Salamanders Successor Chapter called the Sea Drakes, they hail from an ocean planet, are somewhat based off of East Theater WW2 U.S. soldiers. But I'll cover them later when I get to actually working on the fluff and the chapter painting. My big question is, well, what would be good for aquatic basing (like they're fighting underwater), and what would be some necessary conversions for the actual models before I paint them.
Here is a kitbashed librarian I made from a tactical marine and a primaris librarian helmet after I got fed up with the latter because his right leg wouldn't stick. What would you recommend that I add to him to make him look like a librarian?

Nice idea! You don't see underwater themed armies that often, besides Idoneth Deepkin.
Google "WH underwater bases" or "Idoneth Deepkin bases" and you'll get a lot of inspiration and tutorials.
Personally I'd use at least a piece of coral, some curly seaweed and a typical sea creature like a starfish, turtle or seashell.
This tutorial looks like pretty simple with a very nice result:
Perhaps even a "string of bubbles" as if something is living under the sand, but I don't know how that would be made.

Underwater, sounds very cool I’m looking forward to seeing how you get on.
Green stuff world and Vallejo both do splash gel and UV resins for water effects but that’s probably more for “on top” of the water but you might be able to do something to create the effect of water currents around the base. I have no idea how.
What’s your power armour paint scheme? I was thinking about doing a nautical theme chapter called something like the emperors trident or the neptuinis guard. Or something better. But using a similar paint scheme to alpha legion but with metallic greens and blues to make it look a bit like they live in the sea. But I hadn’t thought about an under water effect. I’d be interested to see how your bikes come out haha

My plan for the color scheme would be to first prime it Uniform Grey (I've mostly got Army Painter and Reaper Paints), then base coat it with Reaper Mithril (for that white metallic) then wash all over it with Army Painter Blue Tone.
I want them to have a blue metallic (but not easily mistaken for Ultramarines) so after that I'm thinking of a dark-green left arm or hand (as a nod to the Salamanders) and for sergeants I'll paint the helmet Mithril again (or use the unhelmeted head, and paint that bronze since that is their chapter mutation, bronze skin and crystal blue eyes). I don't exactly know what to paint the weapons yet, heck, I'm still fleshing out what I want for my color scheme as you can see right now.

Looks great... but unfortunately since I've already got my librarian on the base I may have to look for ways to do basing with models already on them. Thanks anyway.

Sooo... I just spray primed my Librarian... it was... somewhat messy. After it dried I proceeded to base coat it with MSP Bones Shining Mithril (I don't know whether or not that was a good idea). Here are the pictures so far.
For more inspiration, Golden Blue Trident Realm (Fishmen). May also give you ideas for posing. However, Kings of War lets you multibase, which makes making diorama-like scenes on a base easier, while in 40k, figures are usually solo.
