Not a fan, I'm afraid!
Orks have most of their weapons with 12-24" range. Those with longer ranges tend to sit further back, leaving space for short ranged dudes to the front. So basically none of them get to shoot for turn 1.
Meanwhile, IG have weapons with 240" range, and can blow up people with impunity.
All this does is prevent short ranged armies from being as effective, essentially buffing the long range armies by letting them have an additional turn of shooting compared with the short range armies.
And somehow I feel like it's the long range stuff that's the bigger issue on turn 1 anyway...

I don't think there's an easy one-size-fits-all fix to the alpha strike problem in 40k, which is directly tied to the massive increase in lethality. Your proposal doesn't do anything to hurt armies that employ lots of long-range guns, for example. It may even make them overpowered as being able to still fire your 60"-72" gun at enemy tanks, for example, while being immune to return fire is very powerful.
It also doesn't address units with extreme mobility. In fact, it makes those units even better since they're barely affected by the proposed change.

Given the trend on some of your threads so far, methinks you might want to sit and think a bit before you start new threads with such little thought put into them beforehand. I also suggest not being so dismissive if you want to have a discussion, if you want yes-men that agree and cheer you on, start a blog.

I'd love this, gives me a chance to take Guard artillery without the fear of half, if not all of them, being killed if I roll second.
Now they're still 120 inch range and the enemy might have, at best, 36 inch range guns or less.
