The main buff for DG is their contagious which lower enemy toughness. So by design DG need to be up close to maximize. There might be some overlap using Pox Walkers to spread contagion and then shoot over them, but the most effective DG shooting units are probably all FW Dreads that I have no experience with.

Shot answer is no.

DG don't have any unique powerful weapons, but mostly use the regular imperial weaponry (or plague variants thereof) just like marines or guard, but bring a lot less bodies than those armies.
To compensate, DG are very vicious when they get up close, because of their debuff auras and contagions, great melee weapons, psychic powers and durability in combat. You can only win games by relying on those strengths.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks do not think that purple makes them harder to see. They do think that camouflage does however, without knowing why.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.

I don't know, if you go heavy mechanized with a few plaugeburst crawlers, decimators, defilers ect... it could work. I think like the others have said that it's not exactly their strong suit, so you aren't really playing to strengths, but the units certainly are shooty enough that you will cause some damage.

Going just off either 2 or 3 plaugeburst crawlers, you could make a chaos version of the imperial "artillery park" idea and use them to focus fire from across the board. Again, it's not really their strong suit, but it wouldn't be nothing either!
