I'm feeling particularly lost when it comes to understanding how to construct lists with the way the 9th rulebooks work with regards to supplements and which datasheets are or are not eligible (that is in the context of making battle-forged detachments).

This isn't really a problem I've had with previous editions (going as far back as rulesets from 3rd/5th) but I have been out of the loop gameplay-wise for a while so I"m wondering if I'm not missing something really obvious...

For instance: the Space Wolves supplement
Where in this book or the SM Codex it, well, supplements, does it specify which datasheets one can or can't take to create a true "Space Wolves" army?
I would suspect for instance that Tactical Marines are out but I can't find where, exactly, this is spelled out in black and white.

Any help in setting me straight is appreciated.

You need to check the Faction Keywords.

If you see "SPACE WOLVES" then they are of the Space Wolves faction.

The section in the Space Marine codex that covers "THE <CHAPTER> KEYWORD" has more info about Space Wolves, and which units cannot be from the Space Wolves Chapter. (Edit: Page 124 in the Codex: Space Marines is the page you are looking for)

I do feel a bit silly now, of course, but I also feel this sort of thing was handled more clearly in previous editions.
