Hi Juicebox. Any advice now is subject to the vageries of fate, seeing how a) the 9e guard codex isn't out yet and b) Krieg look to be getting a little/a lot of plastic coming their way, so changes will be happening soon I should think.
Having said that, here's my take on DK Ponies as someone who has 15 himself, and about 3k of DKoK...
They took one hell of a points-nerf this year, going from 80 to 100 for 5, and from 60 to 85(!) for 4 command squad riders. Now, seing as they were a unit that traded on efficiency, a hike of 25%/40% respectively is brutal. Can they still be used? Absolutely...
9e is all about movement and control, and 10" move with the possibility of a commander rider giving them movemovemove is significant. They still moveblock pretty well and they take hits well too. Their damage output is pretty limp.
If I was looking to pair a DK outrider detachment with imperial soup, I'd be tempted to mix em up with Custodes, Iron Hands, Cadians, or possibly knights. Your other option is to proxy them as the nauseatingly overpowered Admech cavalry.
