A little while ago I came across a quote in one of the rulebooks/codexes (fairly recent/8th or 9th) and now have completely forgotten what exactly it said, who said it, or where to find it, so I was wondering if the good people here at DakkaDakka could help me?

To paraphrase, it was something along the lines of "strength/power/force without discipline/restraint is X, discipline/restraint without strength/power/force is Y". To the best of my knowledge it was a short quote, found in a little box, separated from the rest of the fluff/lore/history of that particular book.

I have the 9th edition rulebook, 9th edition Space Marines codex, the 8th edition Space Marine supplements (i.e. Iron Hands, Imperial Fists, etc.), as well as the Psychic Awakening supplements. I am pretty sure it is an Imperium quote, so hopefully that narrows it down a bit.
