Do you own the rulebook?

Because there is some confusion over Counter Offensive… but not THAT much.

Hell's bells get a rulebook, my guy. It's all in there.
You also need to post in the You Make Da Call Forum and not General 40k if asking rules questions.

Yeah, please get a rulebook or at least quickstart rules. Or watch some tutorials. It's the 5th thread about basic rules that are clear when actually reading them.

The rule book included in that box contains the same rules as the one you can buy separately.
You don't typically fight in the Shooting phase, so that precludes that option.
Edit: Also, the stratagem in question only has two short sentences and both of them are clear on the order of events.

Btw, it's not meele, it's melee. Make your english teacher happy and google samples on how to pronounce it: https://lmgtfy.app/?q=pronounce+melee

It is activated in the fight phase, so you can't shoot. The purpose of the stratagem is to disrupt the selection order in the fight phase, usually to allow one of your units to attack at full strength before the enemy can whittle it down.

The stratagem allows you to interrupt the normal order in which units would attack in the combat phase. Units which successfully performed a charge move in the charge phase get to fight first in the fight phase. So if units A and B successfully charged unit C, the order would be:
- Unit A gets to fight
- Unit B gets to fight
- Unit C gets to fight

However the stratagem can be used after an enemy unit has fought, so if you use the stratagem the order would become:
- Unit A gets to fight
- Unit C gets to fight
- Unit B gets to fight

The stratagem only allows you to fight, not to shoot. So only Melee attacks.

There's no reason to lash out, you're not being attacked - it's fine.

I pointed out the word melee specifically because I find that word interesting.
Interesting because I used to pronounce it the way you spell it and because I've heard the same from so many in my local gaming scene. I guess it's just one of those words you easily get wrong unless you happen to stumble over the correct way to do it.

While the word melee is a minor thing, don't underestimate how spelling and grammar affects how people choose to interact with you. In a written medium like this - it's literally the only thing others have to go on. You are course free to continue to misspell and mispronounce the word if you so choose.

Regarding the topic at hand, the rules for the stratagem are short and every word in the two sentences matter. Go through them again and go slower. If it's still unclear, ask specific questions. You are typically expected to have made an effort reading and understanding the rules before you post questions about them here - That might be one reason why you are experiencing pushback in some of your threads.

Warhammer 40K rules have grown fairly complex over the years with many interacting game mechanics, sometimes in nonintuitive ways.
Take your time learning them and good luck in your games.
