So, if I am firing overwatch on an charging enemy, I basically ignore any to hit modifiers and just go with 6+ to hit unless told otherwise, yes?

Specifically, this is to do with combi weapons, so if I fire both parts at a charging enemy with overwatch fire, I just ignore the -1 to hit?

Close. The rule is "an unmodified hit roll of 6 is always required for a successful hit roll, irrespective of the firing model’s Ballistic Skill or any hit roll modifiers". So you ignore you BS and hit roll modifiers and look for actual 6's on the rolled dice.
