Planetary Governor

Could be a PC game or a card game. You take on the role of a planetary governor, building up your colony from a humble agro world into a mighty hive. While you are building up, you have to defend against a myriad of problems including natural and manmade disasters, including crime, but also warhammer specific threats like chaos cultists/corruption, alien cultural corruption, rogue psykers, mutants, genestealer cults, and xenos raids!

The Crusade rules in the Drukhari dex create a Necromunda style minigame that is pretty badass. If I had 4-7 other Drukhari players, it'd be Drukhari-munda all day, everyday. To take it further or make more of it as a minigame, themed Drukhari terrain and more characters would do the trick. Gangs of Commorragh was a half-hearted attempt; the Ascendant Lord Crusade rules are already better than GoC ever was.

I'd also like an SoS rounding up the psyker-tithe minigame- first set would be the planetside hide and seek game. The sequel would take place on a Blackship. This is totally selfish- I just want to give GW an excuse to make more SoS models and a selection of Rogue Psyker and civilian models which would, of course, end up with 40k rules.

But the Piece de Resistance? A series of Inquisitor games: Hereticus, Malleus, Xenos. In these games, Inquisitors would quest to build their retinues, and then in the final mission, they would confront their Nemeses.

Devour and Conquer - up to five players, each player plays as one of the Tyranid hive fleets (Leviathan, Behemoth, Kraken) trying to eat their way through the galaxy, and one or more players play as forces trying to stop the invaders (Humans, Necrons). Various NPC races (Orks, Eldar, Tau, etc.) can help or hinder each side.

I know its been kind of done, but an actual Chapter Master game, wherein you play the role of the Chapter Master of a Space Marine chapter (either an official one or one you custom create) and try to maintain the sector you are based in in an open sandbox, randomly generated map. Decide how to equip each individual marine in the chapter, your recruitment and training methods, and how closely you follow the Codex Astartes. Work to stabilize the region while trying to maintain your numbers, keep various factions (adeptus mechanicus, imperial guard, sisters of battle, the inquisition, etc) happy enough with you that they will continue supplying you without any hooks, raid necron tombs, blunt tyranid incursions, etc.
