Hi

If I use the Space Marine WL-Trait Lord of Deceit to move some Phobos units into strategic reserves (using GT Missions), does it happen in Step 11 (Deployment, before the first-turn roll-off) or Step 13 (Resolve pre-battle abilities, after the first-turn roll-off)?

The FAQ names Lord of Deceit specifically as an example for rules that happen in the "Resolve Pre-Battle Abilities Step" (i.e. Step 13 after the roll-off)?

However, Step 13 explicitly excludes rules that enable units to be set up on locations other than the battlefield (such as Lord of Deceit), moving it back to Step 11?

The part in step 13 which excludes units to be placed in a location other than the battlefield refers to stratagems only, that part is separated by commas.

Lord of deceit let’s you redeploy in step 13. The specific rules of the WL trait, and the FAQ are clear on this.

Step 13 only prohibits the use of strategems that upgrade units or deploy units in reserve. As Lord of deceit is a WL trait and not a strategem, it can be used in Step 13.
