So for example; Ultramarines fight against 3 blobs of Necron Warriors, 2 blobs of 20 and one blob of 10 warriors, at the start of match UM player chooses one 20 warriors blob for his Seal of Oath relic. Now core and characters around him(relic bearer) reroll all 1s if they fire at this one specific 20 man warriors blob he chose, or at any warrior blob?

Seal of Oath
At the start of the first battle round, before the first turn begins, select one enemy unit. Until the end of the battle, the bearer has the following ability:

Seal of Oath (Aura): While a friendly ULTRAMARINES CORE or ULTRAMARINES CHARACTER unit is within 6" of the bearer, each time a model in that unit makes an attack against the enemy unit you selected at the start of the first battle round, you can re-roll that attack’s hit roll and you can re-roll that attack’s wound roll.

It sounds like it only works against the unit you selected, the specific 20 man warrior blog in your example, and not any unit of the same type.

Edited to add...

It might be worth noting that the second sentence, "each time a model in that unit makes an attack against the enemy unit you selected at the start of the first battle round", was changed to that wording in the errata. Maybe originally it said something that wasn't quite as restrictive, but with the current wording it is just that exact unit.

Oh if you can get rerolls only on that one specific unit (in this case this ONE 20 warrors blob) then it is honestly very underwhelming ... I heard so much good stuff about this relic but it is just kind of okish (better if enemy has one super important and tanky unit) i guess

It's just one unit.

Also compare it with the Deathwatch ability to select a datasheet, which could for example work on the Necron Warrior datasheet (i.e. all units).

The Tome of Ectoclades. Once per battle in the Command phase, you can use the Tome – pick one datasheet from your opponent’s army, and until the start of your next Command phase the bearer gets an aura allowing DEATHWATCH CORE units within 6″ to re-roll wound rolls against that datasheet.
