The stuff about minimum movement distances isn't relevant. What you're talking about is this:
1. Transport starts its movement, and then pauses it.
2. Some other unit embarks the transport.
3. The transport continues its movement.
THAT is not allowed by the rules. Transports do NOT work that way.
