Checking in to see how the somewhat forgotten Phobos are doing, and here's what I came up with. It's not awful. Very much about playing the missions. Choices are pretty limited, so I hit RO3 3 times. Technically the Suppresors aren't Phobos but they came in the box and not much else would fit. The Invictors are still pretty decent but their free move is a big hit if you lean towards the Incendium Cannon. Everything can Concealed Position or Death From Above (Deep Strike) making playing the mission earlier easier. A Reaver based Chaplain would be nice. With 10 non-character units able to Concealed Position, and 3 that can Deep Strike you should be able to hit all objectives by Turn 2. You should be able to get on any not in the opponent deployment zone on Turn 1. Of course, that doesn't mean they can't contest and win them. Combat power isn't bad here but it doesn't instill with confidence either. It feels like a list designed to jump out to a big lead and then hang on for dear life.

If you're going with the new Army of Renown that's coming with the new Vigilus Book, do remember that it replace the Chapter Tactics with something specific to the AoR. You'll keep all the Relics, Warlord Traits and Stratagems of the parent chapter though.

As for the list, I think it would be worth it to include the Seal of Oath to help your dmg output. You could benefit from having a 10-man Reiver squad also. You can always combat squad it if you need, otherwise it will benefit better from buffes like Genewrought Might or Sons of Guilliman as a full squad.

Actually, I didn't even know about a new Vigils or AOR. I'm just making generic chapter and/or lists with what I think are lesser used units to spark conversation and alternate thinking about those units.

My WHFB armies were Bretonians and Tomb Kings.

A few things you could do to add staying power without changing the models being used:
-Combine 2 of the Infiltrator squads into 1 squad of 10, have the Librarian cast both soul sight and shrouded on them. They now reroll shooting hits/ignore cover and also cannot be shot at unless very close, these guys should be good to sit back deep and just stay alive for the game.
-If the Infiltrators are not modelled yet, think about giving at least 2 squads instigator bolters on the sergeants and also change the captain to have 2 warlord traits, master of strategy and shoot & fade. You have an Ultramarine strat and master of strategy so you can put 2 Infiltrator squads into tactical doctrine, and the Captain plus both instigator units can all move-shoot-move, this will allow you to move through breachable terrain or scale a wall, shoot then move back to safety (all at bs 2+ thanks to ultramarine doctrine).
-Make one of your characters a hero of the chapter with lord of deceit, this and the ultramarine redeploy strat can move a lot of your units around if needed (note one is done after deployment, the other is after determining who goes 1st).

If you were open to making any changes, I'd consider either making the Reivers carry bolters and stick the seal of oath on the Lieutenant to drop in together, or just change the Phobos Lieutenant for a Reiver Lieutenant as he has more abilities/keywords.
