Depends where you play - GW stores you'll 100% need them, and most FLGS / Tournaments will require them as well.

I have played in several stores and in lots of Tournaments and no one seemed to care if someone had the rules or not. I agree with you on the GW stores and Tournaments. Those tend to be strict when it comes to having the rules and proper GW minis.

I wonder if it's a US v. UK thing. For example, the London GT Event Pack says you need to bring:
- The core rules for Warhammer 40k
- Any relevant indices, codices, supplements, and FAQs for your army
- Games Workshop’s Grand Tournament Mission Pack

Not feeling to bad for spendings the $$$ on the codexes as of right now haha
But mainly curious how accurate they are… if I ever get committed enough to enter tournament play I suppose buying is acceptable, but coming back into the game from a longish breakI’ve got too many small armies and Out of date rule books and codex’s to want to rush into buying more

Tournaments expect you to have the official rulebooks and FAQ/errata documents because they do not want to screw around with trying to figure out the accuracy of third-party sources. And very often events which do not have an explicit policy requiring the books will still have one where if a rule dispute ever comes up and you do not have the official material your opponent automatically wins the dispute. So leave your books home at your own risk.
Stores will almost always require official rulebooks because they do not want to encourage piracy of the products they sell. I've been in stores where if the owner caught you using or advocating pirated rules you'd be banned from the store. But even when it isn't that strict you will not be allowed to play until you buy the books.
Anything GW-run will obviously not permit piracy of their products.
So I guess you can use wahapedia if you play at home or in a private club?

I went to my FLGS this afternoon to order a copy, because he is having a 2k tournament next week. He up front told me that he couldn't get any, that GW decided not to print many because people could get the rules online. He gave me a link to wahapedia for the info I would need for list construction, and he said he got the link from a GW rep...

Wahapedia is a third party site that is essentially one giant IP infringement. You have no guarantee that the information on it will be accurate, will remain accurate, or will still be there next week.
As a reminder, Dakka does not, and can not, endorse IP infringement. Moving on.
