or barring that, putting a stratagem like the AM's Steadfast Leviathan, that allows a SH to benefit from a detachment's detachment rules?

Also, Nephelim. Any possibility of selecting whether or not to use it in list construction and the rest of the game? some of my builds are impossible if I use it, and others tend to do fine.

I mean, to what ends? It seems to me that the point of sticking superheavies in their own detachment is add a CP surcharge to their cost. So if your goal is to bypass that, you may as well just add a LoW slot to the patrol and/or batallion detachments. Letting SHs benefit from subfaction rules via a stratagem is probably doable, although I imagine the designers would rather not have to think too hard about how a benefit intended for infantry and tanks looks on a superheavy.

That's more a matter of discussing what kind of format you're playing with your opponent, isn't it? If you don't want to play with Nephelim rules, just don't. Use core rulebook or previous season rules instead. Whatever will be the most fun for you and your opponent.

. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

What do you mean by chance and possibility? Will GW make a Patrol with a SH slot? No chance. Can you make a house rule for it? Sure. Remove the 2CP refund if it is your WL's Detachment and it wouldn't be OP. You can already get chapter tactics on superheavies by taking 3 of them.
