My son and I have been using converted Heroclix figures to play some Halo ground actions. He wants to branch out into the Insurrectionists. What I have been finding are a) civvies with pistols/shotguns, gang-bangers, or regular troops.

I'd like to find an assortment of figures ranging from rifle-armed guys without armor, to better armed guys with some armor and better rifles (but not necessarily UNSC equipment, as I assume they mainly use older equipment plus the occasional scavenged/bought on the black market more modern equipment).

We are looking at the Anvil Industries 28mm figures, but more options would be nice. We've been also buying some 3d printed UNSC/Covenant figures off Etsy, but that gets a little pricey at times, so a lower cost option would be nice.

Suggestions? Thanks.

I'd check out Copplestone Castings and EM4 miniatures. Both companies have similar lines sculpted by Mark Copplestone that include similar near future troopers and also armed civilian types, irregulars, etc.

Various other scifi heroclix commons/uncommons might work. Whether Hydra/AIM goons, Batman villain's goons, etc... they may work for the low tech rebels. Additionally, Gears of War figs could give you grim dark scifi figs too with a different look.
