The new Cadians aren't really differently sized to the old ones. They're more slender and have better proportions, which brings them closer to Fire Warriors in the case of arm size. But height and arm length are pretty much the same. You should be able to fit a Tau shoulder pad on the new Cadians without any more issues that on the old ones.
I've only compared an assembled Fire Warrior to the Cadian sprue, but the waist seems close enough if you want to replace the torso. No idea if that works very smoothly as the new Cadians have integrated pouches both on their torsos and their legs. You may have to fill some gaps on the legs if you go with Tau torsos, and possibly cut down the belt for a better fit.
Fire Warrior helmets on human torsos will need some cutting because of the high collars on the Cadians and the shallow ball joints on the Tau.
You'll probably find a suitable arm if you want to give the sergeant a pulse weapon, but I haven't really checked.
