It really seems like Horus created the Theocracy he was trying to prevent by turning the Emperor into a vegetable and making it so humanity made a religion around him while the Emperor was unconscious. Change my Mind.

OP have you read the HH books, this is basically covered in the first books up to legion. It’s all a self fulfilling prophecies.

Horus is shown the future where the emperor is worshipped as a god and turns on the emperor which leads to the creation of the imperial cult which fuels chaos ultimately leading to the alpha legion joining Horus in an attempt to make sure he wins because then he will destroy the imperium preventing choas from taking over the galaxy

Of course. Ancient Greek myths are filled with such fulfilling a dreaded future by trying to avoid it at all cost.

It's coincidentally also the unpolished diamond of Anakin's story in the Star Wars prequels: A great setup with strong classical themes, but not executed with excellence.

And the overlap with Palpetines desire to master the dark side by creating a dryad in the force between himself and Vader but creates one between vaders grandson and his own granddaughter (sort of) which ends up destroying him.

Did Horus intend to take the Emperor's place and keep the Imperium intact? Or did he believe the Imperium was a rotten institution and needed to be dismantled?

Certainly, there were some of his followers who believed the latter. And as of the 41st millennium, Chaos as a faction seems dominated by those who would destroy the Imperium rather than rule it. It would be interesting to see what kind of infighting the Traitor Legions devolve into if they ever manage to capture Terra.
